Dear Child Care Providers,
This legislative session, Governor Reynold’s signed HF2658 into law, which increases CCA reimbursement rates to the 2023 Market Rate Survey on July 1, 2024.
The tables below illustrate the current and new child care provider maximum payment rates for Basic and Special Needs care based on the type of child care provider and the age of the children cared for.
While the rate table reflects the maximum that can be paid to a provider by the Child Care Assistance (CCA) program, the state cannot be charged more for a child who receives state child care assistance than is charged to families not receiving assistance (“private pay”).
If your private pay rates are already above the current maximum rates, you will receive more money from the CCA program starting on July 1, 2024. If your private pay rates are at or below our current maximum rates, nothing will change.
If you want your payment rates reviewed, please log in to the Kinder Track child care provider portal and submit a new CCA Provider Agreement. You may also call us at (866) 448-4605 to request that a Provider Agreement form be sent to you.

Reminder: The state rate can only be increased if the rate is equal to or less than your private pay rate. Should you receive payment for which you are not entitled, you will be asked to re-pay that amount. If you are eligible for a rate increase, the new CCA Provider Agreement will be returned to you to implement the revised rate.
Once again, thank you for your efforts in providing child care to the children of Iowa. If you have any questions, please contact your local HHS or PROMISE JOBS worker.
Sincerely, Julie Allison, Bureau Chief Division of Family Well-Being and Protection Bureau of Child Care Iowa Department of Health and Human Services
