Dear Licensed Child Care Centers:
The Department of Human Services (DHS) is announcing that we will begin funding national fingerprint background checks for licensed child care center employees and volunteers! This will include funding backdated checks for employees who began working or volunteering during the COVID-19 pandemic. In partnership with the Department of Public Safety (DPS) and the Division of Criminal Investigation (DCI), DHS will begin paying DCI directly for record checks beginning November 1, 2020, using funds allocated from the Child Care and Development Block Grant (CCDBG). A system is in already in place for regulated Iowa child care homes providers, their assistants and residents to have national fingerprints paid for.
With federal approval, DHS waived national fingerprinting check requirements during the COVID-19 pandemic to alleviate the financial burden of implementing checks for child care centers. With this new program in place, all employees (and volunteers, as applicable) who were hired on or after March 16, 2020 and moving forward may now have record checks completed at no cost to the child care center. Centers will continue to be responsible for associated rolling fees as well as State of Iowa SING record checks. Please note that reimbursement for previously completed record checks, is not available.
Please note updates to Item #6, State Record Check Guide, Page 3 in which requirements to complete the DCI-67, Criminal History Record Check Billing Form and submission of fee with fingerprints has been removed.
